Brief introduction of the speaker:

Liang Heping, male, born in February 1961, postgraduate, engaged in propaganda, external propaganda, Internet information, and information for more than 30 years. He has served successively as the director of the Gansu Provincial Party Committee’s Foreign Propaganda Office, the Gansu Provincial Government Information Office, and the Gansu Provincial Party Committee’s Propaganda Department Deputy Minister, Director of the Gansu Provincial Party Committee Cyberspace Affairs Office, and Deputy Secretary-General of the Gansu Provincial Party Committee. He is currently a member of the Standing Committee of the Provincial People's Congress and deputy director of the Legal Affairs Committee.

1. Establish the Gansu Provincial Party Committee Network Information Office, establish and improve the construction of the province's three-level network information work system, actively promote the province's network culture, network security, and informatization construction, and gradually improve and standardize the relevant policies of Gansu Province's network culture construction. Measures, research and promotion of the province's ideology, especially the network ideology work, has made outstanding contributions to the province's network information work.

2. Actively promote the construction of the province's three-level press spokesperson team, vigorously improve the province's press release system, and make outstanding contributions to the press release work of Gansu Province.

3. Actively build a large-scale foreign propaganda work pattern. He presided over the compilation of "The Art of Grottoes on the Silk Road", "Qingniling", "Biandukou" and many other high-quality foreign propaganda books and cultural documentaries, and made outstanding contributions to the provincial propaganda cause.
